A partially, fully or 'requiring of' pulled/pulling down for repairs,renovation or retrofitting. Even just fitting aftermarket parts could be considered a project (depending on the difficulty). 'Who would' attempt it and 'why did they' attempt it are bigger questions. Training mechanics may do it to gain experience, owners may do it for an experience and mechanics may do it to prove their experience. It may be as much an ego thing as owning the bike in the first place and it can be ego damaging for all attempters including the mechanics with years of experience. Taking the reigns of one might be inherinting another persons personal drawbacks but sometimes their stupidity is in giving the bike more love than it ever deserved! Its a great place to cash in on that stupidity if you just strip all the aftermarket parts of the weak bikes and fit them on a more expensive machine that will respond better and have an improved value or do it the other way around and return a great bike to its original glory! Just remember vehicles are a drain on finances and simple changes may be more economical than concept changes. But if moneys no option than you might try a bit of conceptual alteration on your project bike like American choppers

old BMW airheads are a wonderful place to start, lots of fans who are eager to answer questions, rallies, chat rooms. The airheads favor a little tinkering devotion.
If you are a fan of heavy American metal and want to build from the ground up start with an S&S engine. They make some fancy v-twins.

There are lots of wrecks out there that could use a forever home in your garage, however if you do not have certain bike specific tools you will quickly discover that the bike was the cheapest thing you purchased. (American vs. Metric Measurements).
But bike lust can get the best of you. My baby is named ...Charlotte the harlot, totally unreliable and expense to keep...

A basket case.
It could be a guy that knows nothing about bikes and you may get a very good deal on a bike that needs very little to go
OR
You could get a pile of parts, frame, and need to spend more than it is worth getting it going again.
