Head of Department (HOD) develops the vision and strategies of his dept, assisted by his deputy. These include short and long range strategies, which will translate in practical terms to various tasks to be carried out by the managers and assistant mgrs. Mgrs, assisted by the assistant mgrs, have to understand the road maps designed by the HOD, and work on the tasks assigned to them. There will be more than 1 mgr in a dept. HODs have to call for regular meetings to ensure that the work plan is being followed and everyone is on track to achieve the dept. goals.
Sales assistants sell stuff in retail stores. Some are salary-based, some commission-based, but most are a combination of the 2. This ensures that the customers will be attended to and not ignored.

We want to give you a promotion, but we don't want to give you a raise, so we'll give you a title and hope you're happy.
