My aunt is 89 years old, she has never had a liscence before and she has no government issued pic id. She needs to get her birth certificate from TX, but they want a gov pic id, and when she goes to dmv, they tell her that they can't giver her one unless she has a birth certificate. How do we solve this? The birth certificate she has, is soo old that no one can see the writing, (it's from 1918!) It was legiable enough 35 years ago to get Social Security started. Another problem is we are in CA and we are dealing with everything over the phone in El Paso, TX. HELP!!!

All ya need to do is ask for the form to get a birth certificate and they will mail you the form... Or write them a letter and ask for the form... Fill out the form and enclose $$$ they need to do the records search... They will mail the BC to you...
The phone don't work they need $$$ --OK

I have no idea why the ID is that important-- did not have one for 89 years and now the earth is standing still...

I am having the same problem trying to get my brother's birth certificate. I have sent my ID, my mom's death certificate and a dozen other forms of ID and they won't budge. I have tried everything listed by the other people and none of that worked for me. I am resorting to trying to get him a fake ID like the illegal immagrants get just to try to get his real birth certificate. What a bunch of crap. I have been at this for 6 years now.

Many states allow an exception if a number of family members (usually 2 or 3) who have IDs will vouch for the person -- that lets you get past one of the two hurdles.

The other approach is to hire an attorney in Texas -- they can usually get access to birth records by jumping through different hoops.

Her social security card should suffice to get the birth certificate. They are becoming a bit harder to acquire these days. She may have to have someone go to Texas for her to get it. Whoever ppicks up the certificate will need identification and should be a relative if possible. She will need both the birth certificate and her social security card to get a license.
