It's called smegma, and all adults, men and women, have it. It's perfectly normal. Just wash it away when you take a shower, and don't worry about it. It can smell really bad if you don't wash well, but it's not diffuclt to clean it off.
By the way, the skin there is not "extra" -- it is very important for the sexual pleasure of both you and your partner when you become an adult.

that was smegma... smegma a substance that promotes illness to a males who doesnt clean their penis and it should be cleaned through good hygiene...
to avoid it..... always clean your penis...
if you feel pain it would be gonorrhea at the urethra
