Yes if you had the settings on the software correct.
Most burning softwares come with a feature that will let you select for PC only, for MAC only and for PC or MAC.

If, by "DVD", you mean a movie disk, then there is not such thing as a "PC DVD" or "Mac DVD". They are all the same. If, by "DVD", you mean a data DVD (with files on it), this yes. Not only will your Mac burn a PC disc, it is already doing it. You don't have to change what you are doing.

Should be able to. I burned a cd with my windows pc and played it on my mac. That is of course a cd, not a dvd. But a DVD is a DVD...should play on everything.
