you could dress up as my ex that would be scary! no just kidding! lol , it depends on how involved you want your costume to be and what you consider scary. good make-up always makes or breakes a costume, practise, it's fun! try out different things to see what you like best, get your friends together and have a pre-halloween make-up party, your friends might have some input on different things you can do, get everybody to bring some things that they think might make a good costume and mix and match , something good might come of it, the best costumes happen by accident. good luck!
