It had some very stuck-on food in the crevices, etc. so I soaked it in vinegar and water and now it's rusted. Can it be cleaned, and how? Is it safe to use after cleaning? Should I "season" it?

I would clean it with a brillo pad.:)

Yes it can. This is a common problem with stainless steel that has been exposed to food. Go to your local Walmart and ask for "stainless steel rust remover". It's in the orange can near the men's clothing dept. Works great for removing skid marks, too.
