I would agree with you that sometimes the punishment is not severe enough and that this is why the everday criminal is not bothered about getting caught.
We as a country have always been to soft but we have are now in such a bad state how do you change it all. Thats a hard one but great question.

Depends what you mean by fit punishment and cutting off peoples hands is barbaric. If you want such retribution why not apply to live in Saudia Arabia?

how will you decide who's hand to cut of. if they steal 10 times or 1 time or if they are older than 12 if someone rapes someone who is going to rape them. i agree that offenders should be punished a bit harder but where do you draw the line if you cut someones hand of it wont stop them from stealing its not the hand that steals its the mind and mentality of the person

i think its a bit severe it depends though if you reoffend then yeh maybe they should start with a finger and go through your full hand every time you pinch something.
when i was 9 years old i stole a packet of biscuits from the local store, i got caught and they told my parents who gave me a big lecture but i'm so glad they didn't cut off my hand. lol:)
