I am not sure whether you want to know how many people have blue eyes or how many people have only blue eyes (not brown hair). In the first case it is 14. But for the second case it is the following:
19 have brown hair, 14 have blue eyes.
11 of the people who have blue eyes also have brown hair.This leaves us with 14-11= 3.
therefore 3 people have only blue eyes.

blue eyes only = 14-11= 3
brown hair only= 19-11=8
neither blue eyes nor brown hair=27-3-8-11=5
And the answer is none of them have blue eyes, because their eyes all have turned red due contact with the water. hehehe...

I think perhaps you typed the question wrong? You ask how many have blue eyes, but you state in the problem that 14 have blue eyes, so either you aren't reading carefully, or you misstated the problem.
