So when it gets wet it won't get easily torn.

Certainly paper and water aren't strictly meant to mix; and even ancient books survive because they aren't soaking in water.

A high rag content paper is a bit more durable, but again, water ~ paper...Kinda like Rocks/Paper/Scissors.

One issue is the production expense, and the age of the computer. So much paper so little space.

Certainly in a production sense too; it's possible that all the grocery plastic bags could be used in a paper making process; as they are recycled currently for dozens of RE-Use issues; but that might mean cost ineffectiveness in a paper mill, or recycling process, to create paper that a manufacturer was to be a disposable commodity anyway.

With no offense meant I suppose an answer might be as simple as "Don't get it wet"

Obviously BRAND paper towels already claim one can drive a bus over a wet BOUNTY bridge and both will survive??? Hmmm....
