Steel is an alloy, meaning a mixture of 2 solids. It is not a compound.

In the case of simple carbon steel, iron is "reacted" with carbon. The carbon atoms are encased in a matrix of iron atoms, like a bird in a cage. In more complex steel alloys, e.g. stainless steel, nickel, chromium and other elements are added into the matrix to achieve different properties.
