Terminator 4 is projected for 2009. This could change because they haven't started filming yet and it is currently tied up in litigation over distribution rights .
There are writers, but no director yet.
Edward Furlong is not confirmed as playing John Connor yet. There aren't even rumors of any other cast either.
Arnold could play the Terminator in T4, but he would have to be finished with his term as Governor of California. (Politicians or people running for office aren't allowed to act.) So since there is nothing confirmed regarding this movie, by the time they actually get it made, (IF they get it made) Arnold could be finished with his job as Governor by then.
Rotten tomatoes list a director where imdb.com doesn't

According to Yahoo Movies, the head of MGM recently made a comment that Arnold Schwarzenegger is contractually obligated to at least make an appearance, even if it's just a cameo. He is saying it will be somewhere around 30 seconds to a minute long.
People keep answering that he cannot be in movies, because he is the Governor of California. That does not make any sense. He had a role in "Around the World in 80 Days" while running for Governor. Since being Governor, He has had a role in "The Kid & I". He has also appeared on numerous television shows from "Extreme Home Makeover" to "The Apprentice" and even "Pimp My Ride".

http://www.mymovies.net/synopsis/default.asp?filmid=3863&exp=4 Good detail on this link . I remember seeing AS interviewed and he said he wouldn't be in T4 . And it looks like it will be under new directors and all sorts of changes I think they should have stopped at 3 and left it on a high.

No.
Its not even the same producers. Although Edward Furlong has said that he would be interested to be John Conner again.
