I don't know about Rotherham but I would not be surprised as in London, and probably other large cities, pub near the large wholesale markets such as Covent Garden would open very early in the mornings for the market workers who started at 3 and 4 am.

Yes a few of them did,but i dont know if it was official,i had many an early morning pint round near the Air Products depot.
