Dwarf nandinas grow moderately fast.

Under ideal conditions (plenty of water) and shade from hot afternoon sun, you can expect five to six inches of growth per season.

no, the normal size nandinas don't grow that big and have prettier leaf color and red berries in the winter. Have sold nandinas in the past and drawf is my least favorite of all plants.

Well, define fast and how tall do you expect them to get? It takes several years for them to reach their mature height. Are you seeing any growth? If not then either the plants are too new in the ground and haven't developed a root system into the new soil, they aren't getting enough water...say a drip emitter isn't in the right location, or the roots are kinked and won't expand.
