Turn the screw on the float arm adjustment, counter clockwise. Stop turning the adjustment screw where you want the water to reach. ( The very top screw on the left side of water fill adjustment ) Very simple........

flush the toilet with tank lid off to see if the flapper is shutting too fast. After a flshis complete there is an air pocket that forms under the flapper that should hold it open until the water level has dropped below that point. If this is not staying open long enough it will not completely flush
I this is not the problem try to adjust the water level higher careful not to go so hight that i will leak around the flush handle if possible on that model.

It sounds like you need to adjust to fill valve. Check for a screw adjustment on the top of the fill valve (top left of the tank). You should also check the flapper as well, because water may be seeping by causing the fill valve to run often.
They sell those repair kits. They are a good value becuase they give you basically everything you could need. If you install one of those, you'll be running like new.

Look on top of the flii-valve. You should see a rubber tube that goes from the valve to the overflow. It should sit on a clip that prevents it from going into the overflow pipe. This is what helps fill the bowl to the proper level. You may see that it is either missing, or it is not aimed into the overflow tube. When you flush, you will see it shooting water out.

You'd know if the flapper wasn't working by looking at how fast it settles back down; or how high it pulls up when flushed. The adjustment for that is an easy minimal trial and error thing.
You'd definitely know if the flapper wasn't seating properly. The toilet would keep "running"

The little tub that comes up inside your toilet boil tank fills helps fill the bowl, what is turning off before alot of water can dump inside, if you can shorten that tub more water will run in longer before that tanks stops filling.

fill tube adjustment - the little tube going into the big tube sticking up put water into the bowl as part of the refill process - some have an adjustment screw, & or get clogged
