Laws make up the system of the country and without it, there would be chaos. Having laws protects the people from having to be exploited as well as it punishes those that violate the laws that are for the common good of the people.

if there were no laws it would be chaos the weak would fall by the way side those that were ruthless enough would take advantage of most there would be rapeing and pilageing every where u looked "BUT" this is the case in reality today but on a much larger scale and those that make the laws are now bought and payed for by the most ruthless on the planet .

First and foremost -- they clearly define what is expected, allowed, and prohibited.
I say "clearly" because that is the intent and the advantage of having laws -- in practice, far too few laws are written with the sort of clarity that would actually accomplish that goal.
