A notification is information sent to any number of people, even a individual person. Example, "You have 30 day to move out". A circular implies that the notification is "circulated" to a number of potentially interested parties. Example, "Elm street will be blocked off between the hours of 1pm and 3pm this Sunday to all but local traffic".

notification is just a reminder while a circular means it has been approved by the body and for implementation.
