I have set up a 2 PC network using a crossover ethernet cable. I have an ADSL modem I have followed the microsoft instructions at http://support.microsoft.com/default.aspx?scid=kb;EN-US;306126 to set up the sharing of the internet connection. I have manually configured the IP addresses. However, despite the fact that the network is set up and working, the client computer cannot access the internet or email. Why? I'm going nuts. The host computer has no problem accessing the internet but it's not trying to access it over the network.

Recheck the "Client" computer settings be sure that the network shows an IP, Subnet, and Gateway as well as DNS (set to the same as Gateway IP) By default that will be 192.168.0.1 with ICS (just be sure your primary internet is not using that same address or you will need to change your ICS settings to a different IP set and range! MS forgets this in the tutorial they assume DSL will supply you a Public address and that simply isn't the case these days!)

IF the two computers are communicating, the issue has nothing to do with your cable!

Then be sure you set the "Client" to connect using the network for Internet!
It should be the last set of instructions on MS Site.
But basically click the Network and Internet connections and on Internet options be sure you told the machine to use an "always on broadband connection". That should get you online.

Good Luck

Surely you are better off with a router but if you are determined to try it with ICS the link below has a ton of networking articles including ICS setup with screenshots for different versions of Windows.

An advantage of having a router with wireless is also the ability to use a USB wireless adapter on any computer to get on the Internet, if your into monkeying around with different older computers. without having to install an ethernet card.

Check around the site lots of other goodies to read too.

I would agree with getting rid of the cross over cable and get a router. However, it could still be a pc setting. Have you tried hooking up the pc not pulling pages directly to your dsl modem and try the internet? If you do that and it works, its something to do with the crossover and then get rid of it. If it does not work still, its more likely a pc issue.
