The United State Geological Survey would be the best "free" resource to get world wide mineral information. This links to the reports by country.

Try your local Department of Mines.
If you were in Victoria ,Australia, it would be:

www.dpi.vic.gov.au Follow the menu to minerals and petroleum.

Also, State Museums usually have websites on just about everything

Mineral in a region I'm not sure.

But if you look in wikipedia here:

If you go to a specific mineral it will tell you what regions it can be found in.
