Among the provinces you've mentioned, I've been to Cebu, Aklan(Bora), Albay (more of Camarines Norte actually) and Ilocos. I'd choose Ilocos Norte because it has both natural and cultural tourist attractions. I've been to Pagudpud (peaceful and not yet commercialized like Boracay) and there's this place called "Blue Lagoon" in a town near Pagudpud. It's like a "secret place" and I even read in a newspaper article once that FG Mike Arroyo considered it as the most beautiful place in the Philippines. Ilocos also provides cultural attractions via Ferdinand Marcos' mausoleum in Batac, old churches, etc...And of course, Ilocos Norte is north of Ilocos Sur, the province of Vigan, yet another tourist spot..Food is also one aspect of travel and Ilocos is home to native delicacies/specialties like bagnet, empanadas, longganisa, bibingka, etc...

I agree Palawan is the best though i've never been there. But if you are living in NCR Tagatay is the best place for a visit. Everyone must see spectacular view of Taal Volcano for free. Once you get there its really addictive go back as often as you can. From Manila its only about less than 200 pesos fare back and forth, much better if you have your own means of transportation. Don't forget to bring jacket or sweatshirt for it really gets cold even on summer days. There are also people who offers Taal "BOATRIDE" (its only !,500 pesos for 10 persons). You will go down from Tagatay down to the town of Talisay Batangas and ride in a boat and go trekking up to the mouth of the active Taal volcano then back! You can rent a horse, its only 300pesos back and forth but the price is negotiable down to 200 pesos. Many people thought that Tagaytay is a part of Batangas, well its not its a town of Cavite. Taal is!!!!

Batangas Province...because of the many dive spots in Anilao...voted most diverse marine ecosystem in the world. Batangas Province because of the old houses and churches of Taal. Batangas Province because of the beautiful beaches of Nasugbu and Lobo.Batangas Province because of the lush mountains- Mt. Malarayat (Lipa City) and Mt. Maculot (Cuenca). Batangas Province because of the very famous Taal Volcano located at Talisay and San Nicolas Batangas. Taal Volcano--- "Volcano Island contains a lake about 2 km across, called Crater Lake. Within Crater Lake is yet another volcanic island, called Vulcan Point. Vulcan Point is the world's largest island within a lake on an island within a lake on an island.[1]

ok.. Palizada eating place in Baguio serving distinctive forms of Italian spaghetti. The eating place is placed on real of a concrete hill giving a focused visitor a feeling of convenience, peace and rest with the solid ecosystem in each corner. to function to this, the eating place is placed close to the cathedral interior the city. On all facets, you will see different aspects of Baguio's downtown and abode aspects. that's an incredibly stable place for sightseeing and eating at nighttime, maximum especially simply by busy lighting fixtures in each abode and commmercial website...

it's got to be PALAWAN. I've been to many places around the Philippines, and I'm definitely not from Palawan so you can be sure my take on this is unbiased. There's just too many beautiful spots in that province, too many things to do, great people, great food, too many great things. damn i miss that place.

for a change, try the heart shaped island province of marinduque.
1 peaceful and low (even no) crime rate
2 one of the country's cleanest and greenest
3 many nice beaches (and not too crowded, unlike in bora and puerto)
4 natural hot springs for relaxation and treatment
5 islets, mountains, caves and a volcano to explore
6 churches date back to the 1600s
7 hispanic houses just like in vigan
8 moriones festival, putong, kalutang...
9 very warm and friendly people

Palawan, the western frontier.
The wild life, beaches, caves, islands are all breath-taking. It's all worth your money when you get there.

Palawan, Bohol or llocos. They have lovely places for swimming and good food.
