Movable art is private property and should be treated as any other form of private property. If removed from its rightful owner it is theft- period. If taken from its non-rightful possessor and returned to its rightful owner it is justice. If taken from its non-rightful possessor and NOT returned to its rightful owner (which happened a lot during/after WW2), it is theft.
