Lets say on my turn, i put "Visara the Dreadful" into play from my graveyard. Can i tap it and use its ability on my opponents next turn?

Does it still have summoning sickness?

Both Zombie and Neo are technically incorrect. "Summoning sickness" doesn't go away during your upkeep step. In order for "summoning sickness" to go away, you need to have controlled the creature since the beginning of your most recent turn. It's covered by the following rule:

212.3f A creature’s activated ability with the tap symbol in its activation cost can’t be played unless the creature has been under its controller’s control since the start of his or her most recent turn. A creature can’t attack unless it has been under its controller’s control since the start of his or her most recent turn. This rule is informally called the “summoning sickness” rule. Ignore this rule for creatures with haste (see rule 502.5).

This is because the beginning of the turn starts with the untap step, then proceeds to the upkeep step, and last the draw step. Then you enter your precombat main phase. Putting Visara the Dreadful into play during your upkeep means that you need to wait until the beginning of your next turn to use its ability. So, you can play its ability during your next upkeep (since that is "after" the beginning of your turn). While not great for Visara, it's better for a creature like Merfolk Looter, since the extra draw can be helpful (and you do it before your normal draw for the turn).

A creature doesn't lose summoning sickness until your next upkeep so no you can't tap it for it's ability on your opponents turn. This is the rule: The term "summoning sickness" is an informal term which describes a creature's inability to attack or to use activated abilities that include the tap symbol when it has come under a player's control since the beginning of that player's most recent turn. In other words unless the creature has haste you can't use it's ability until your next turn. Edit: for epeeguy76 i got my rules from MTG website so i know mine is right.

If you put it into play before or during your upkeep, yes.

Summoning Sickness doesn't go away until it's controller passes an upkeep.

it does summoning sickness. you have to wait a turn.
