I think it's probably a double meaning...officially, he probably meant it in the Biblical sense, but I REALLY doubt that he didn't realize the way that it sounded to most radio listeners in the swinging 60s.

He was pretty much stoned at all times in that portion of his life. (he's the one who turned the Beatles on to drugs ) So I believe that it was exactly as it sounds. He believed that everyone should be stoned. (you know, share the fun.) And that was the 60's.........sex, drugs, and rock and roll.
