I'm not sure how to explain it but im guessing its like a type of clothes or sumthing that you can put over the bottom half of your jeans (for girls, sorry!)and it covers that bottom half and it also covers the top of the shoes. I hope someone knows what im talking about

i think it is either called leggings or le warmers but in some stages they are called Leg warmers... let me give you a shor term use of this...
it was once used as a heat warmer and to keep thins warm they used this later on they developed a fabric that is both soothing to war on your legs and can keep it warm and so the le warmers are born and it was in style since the 1980's

The knit tube shaped things are leg warmers.
The white leather things under pants that cover top of shoes are spats.
