Just write a check, with his name, or moms name on it. Only they can cash it. Then mail it.
Paypal maybe.
Bank transfer.

well wire transfer would be the best of course but if you want it in a card then just send it, its really not that likely to be stolen or lost. try to make it look as if its something other then a birthday card though , i would suggest putting it in a media mail package ,little higher postage but safer. if you send something that is obviously a b-day card it is more tempting to a crooked mail worker, they think "cash" , media mail is too big of a risk for possibly a cd they will not like or something useless.

i would send a postal order or something of the like.never send cash through the post, did you hear about that postman recently who had over 7,000 letters stored in his house.fair enough that might have been a one off and not a slur to the other posties, but why not ask his mum to give him the 25.00 pound and you send her a cheque or something.failing either of these options send it by recorded delivery in a brown envelope or a jiffy bag.

PayPal would probably be the cheapest / fastest. It will also take care of the exchange rate.
As for the gift itself, he might prefer $50.

what you don't want to do is send cash - unless you are going to convert it to dollar's ($) beforehand?! GBP is no good to him!
