Well, you can clear both of them a couple of ways. The brower cache needs to be cleared while the browser is not active. Here is how:
Manual steps to erase your temporary internet files.
1. Quit Internet Explorer, Firefox, or any other web browser
2. Click Start, click "Control Panel", and then double-click "Internet Options".
3. On the General tab, click "Delete Files" under Temporary Internet Files.
4. In the Delete Files dialog box, click to select the "Delete all offline content" check box , and then click OK.
5. Click OK.
To delete cookies follow the below directions:
Microsoft Windows 98 and later
1. Quit Internet Explorer and close all windows.
2. In Control Panel , double-click Internet Options.
3. In General tab,Click Delete Cookies under Temporary Internet Files
4. Click OK.

You can use a small and free tool called CCleaner for the purpose.
http://ccleaner.com/
Run it's Cleaner section, and it will clean the browser cache of IE 7, IE 6, Firefox and Opera browsers within 1 second!
:)

Get CCleaner from www.filehippo.com, works great for me. You can also tell it to keep the cookies you want too.
The only thing is you should close your browser before using it, so it can clean out the cache.
