BSNL in India is planning to upgrade its internet speed from 2mbps to 8mbps. Its in planning right now, may take a year or two or maybe more but surely they are looking to step into high speed broadband and want to put India in the toplist of high speed broadband.
Right now the speed is slow compared to broadband speed in other countries but In india BSNL offers the highest broadband speed. So we can hope that BSNL being supported by the govt. will provied high speeds in future.

it looks like your question has already been answered.
If your on a 256 Kbps connection you can upgrade it to a higher plan offered by another isp. BSNL and TataIndicom seem to be the best about now offering speeds upto 2 Mbps each.
http://www.tataindicombroadband.com/ thats a link to tataindicoms site.
sorry I didnt provide info on why the broadband is slow, but keep waiting and Im sure we will start getting much higher speeds in India.

The bandwidth of the cable network in India is limited. This is the limiting factor for internet speed in India. The government is trying to implement bandwidth increase as far as I know. The bandwidth will be increased in a matter of few years, I guess. Then we will also enjoy high speed Internet.

try a diffrent provider or a diffrent sevice type (switching DSL to cable) but india is up and comming so prolly soon youll have USA speed (100 mbps) then korea speed (120 mbps) then japan speed (150 mbps) just give you goverment time to increase there infrastructure to a point where highter speeds can be initated.

The speed you are receiving is less than you should receive. However, if you complain, your ISP will point out that your speed depends on many other things out of their control and will also tell you they said; "UP TO 256/64". BTW, the 256 is the Download speed and the 64 is the upload speed

8 mbps speed is very fast and is rarely available anywhere to a private user.

Either you're too far from a central office or there's too much utilization of limited bandwidth.
