In the photoelectric effect, the energy of the photon is absorbed directly by the electron which is then ejected with energy = E(photon) - binding energy. The result is an emitted electron.

In flourescence, the incoming photon excites an electron to a higher energy state, which then decays emitting a photon of energy = E(higher level)-E(initial state). The result is an emitted photon.
