i have a 250w psu right now but i have a atx400 Vp power watt psu which came with my p4 which i sold.

That 8800GTS could draw as much as 9 amps on the +12V rail.
Your processor could draw 6 to 10 amps on the +12V rail also depending on what kind is it. Motherboard voltage regulator, the fans and the drives would draw some more from that same rail. 17amps is not enough. You need 25 amps or higher for cool and stable running.

400W might be ok. Check the label for +12V ampers. if it's more than 25 then you should be fine.
