I heard it on classic rock station today probably 70s I think its bob dylan he keeps saying something about getting stoned in the lyrics anybody know who does it or what its called?

That's Rainy Day Women No. 12 & 35. I know, Bob Dylan often put titles on his songs that don't appear in the lyrics. Led Zeppelin also was big on this particular practice. Another little bit of trivia: Everybody in the studio was drunk during the recording of this song.
