Evaporation of the water vapor on the surface of your skin causes the cooling sensation. This was the original concept of "air conditioning" which consisted of passing moving air across the surface of melting blocks of ice thus "conditioning" the surrounding air to be cooler.

Your skin contains moisture. The flow of air across the skin is increasing the natural evaporation rate of this moisture.
Evaporation of moisture requires heat energy as Latent Heat of Vaporisation.
This is removed from the skin as Sensible Heat of cooling which decreases the temperature of the skin.

I moving air aids the evaporation of sweat from the skin. As the sweat evaporates it cools the skin.

Thats what sweat is for.
