First get a portfolio together, you can buy one at an art supply store, like Micheal's, A C Moore, or whatever you have locally, if nothing locally you can buy one online, www.cheapjoes.com, www.dickblick.com, etc. Once you have your portfolio gather together some samples of your cartoons, you'll want to pick the most impressive ones and the ones most appropriate for a newspaper. Than put the cartoons in the portfolio and get it organized in some sort of way. Then call your local newspaper and find out who is in charge of the cartoons and make an appointment with them. Dress professionally and present your portfolio to that person and see what they think. If you were wanting to look some place else other then locally, go on a job website like, www.careerbuilder.com, www.hotjobs.com, www.monster.com, etc and see if their are any job openings for that position and go from there. Much as a roving reporter and free-lance journalist may make a living...it is by continual submission of reports and photos that can grab the attention of any editor.
We assume that anything in a paper is by paid employees... well just look at the bylines. A local paper has inputs from all over the world.
I suggest you send things to the editor of any pub. you desire to be involved with.
It's not like publishing a book, You get no rejection notice, you either get ignored or you get a byline, hence, a portfolio... and experience

I wish I could get my comics out there too, what I did was send my comics to the newspaper by mail or go to the newspaper office you choose with some samples of your art, & ask for advice-that's what I did but wasn't contacted-it's all luck.
