I think you mean those toothpicks which have one end coated with mint. I don't have the habit of using toothpicks but after picking in between your teeth with the coloured side, it leaves a cool, minty sensation which I think some people like.

I've never seen toothpicks with coloured tips.
I have seen wooden toothpicks that are:
single ended
double ended
fully coloured (not just the tip)
toothpicks with frills on one end
flat, round or triangular
individually wrapped

There used in sandwiches with meat. Different colors mean different temperatures: rare, medium-rare, medium-well and, of course, well. It helps the consumer to know who's food is whose.
