Absolutely. I get fish shipped all the time. Check out AquaBid. It's one of the best places to find all kinds of fish and aquarium equipment being sold by breeders and others. Like eBay for fish. There are also plenty of other places that will ship fish. I've listed a few of my favorite online stores below.

You can. I would advise that you find a company that offers an "arive alive" guarantee, so you don't get stuck with a dead fish if something goes wrong in shipping. Some companies also offer guarantees that extend a few days beyond the arrival of the fish.
Companies that have "what-you-see-is-what-you-get are the best, but most don't want to take the time to photograph fish individually.
Here are some links for you to check: http://www.liveaquaria.com/

You didn't specify fresh or saltwater, but the two I listed carry both.

there are many reliable sites out there that sell fish but
1. make sure the site has some sort of warrenty on the fish
2 make sure the site is hacker safe and has had a recent inspection
try www.marinedepotlive.com(but only for decor)
or www.aquariumguys.com this is a good fish product site site
other wise go to google and type in fish you could also go to places like tetra.com

The ONLY problem with ordering them online is the shipping costs. They will ONLY deliver OVERNIGHT, there is USUALLY a minimum order (I think liveaquaria.com has a $25 minimum BEFORE adding the shipping charge, which can make your order well over $50.)

You can order them from breeders online, but it depends on the type of fish you're looking for, and where you're wanting them shipped to/from.

If you don't mind paying $25 or more for shipping, buy online. Otherwise, drive a bit further.
