Perhaps a woman who has been sexually abused as a child and has not learned a way to deal with it. Perhaps a woman who has been raped. Perhaps a woman who has only known sex with a nasty, filthy and disgustingly awful man.

A woman who has been sexually assaulted in some way or a woman who was raised in a house hold where sex was never discussed or affection was never seen (by her parents) But I would say the first one. Or (not to be mean) maybe she just said that because she's not interested in having sex with the person in question.

Someone who was brought up in a very strict home, taught that sex was nasty filthy and awful...for having babies only.
Someone who has been the victim of abuse or rape at a young age.
Someone who is considered to be asexual, and does not find that sex is a big component of their life.

A woman that has been sexually abused without any kind of counseling could only associate sex with aggression or as disgusting.
Or it could be a woman that was raised very conservatively and believes sex is only for procreation. Sounds like they both need help to realize that sex can be a wonderful thing.

Interesting question - I take it you've met someone who expresses this view. They may belong to a strict religion that teaches them this viewpoint, or they could be a victim of abuse. Either way, it signals some deep insecurity or emotional issue, and if this person is a friend of yours, or your partner, you probably need to sit down with them and have a D and M and help her work out why she feels that way.

Ones who were sexually abused, or, have been taught from birth that it is wrong. There are some religions that teach it as a sin. How the hell they survive I'll probably never know.
