Emily is fine, though as popular as it gets (number one for a decade ... and counting LOL), and I don't even mind Dixie if you have a special reason for using it, but Libby is a nickname (Elizabeth is fine) and Kody is very masculine.
Regardless of my personal feelings about the names themselves, however, either of those combos would be far too much "ee" sound for me! I mean, obviously you really love names that end that way, but I'm sure there's at least one (or two, since you obviously want two middle names) you like that doesn't. I'd keep working on these.

I don't like the Dixie part, because then she'll always be confined to that "country girl" image, not that that's a bad thing, you just might want to let her be her own person.
Emily is always a great choice for a name, but it's so common that an original spelling (like Emilee, Emylee, Emiley) makes your child feel special.
As for Libby or Kody, I would vote for Libby, simply because Kody doesn't feminize the name(try Cody, Codi, Codee).
Just think of the way the names sound, and you can never be sure until you meet someone. This is the name she will have for the rest of her life, so be careful. I have a very common name, Kaitlyn, and I hate it because there are so many other Kaitlyns in the world.

I don't think either of them flow very well. Libby is a nickname for Elizabeth. If you don't mind naming your child after Clifford, Emily Elizabeth is cute. Dixie just seems out of place and reminds me of my aunt's dog.
Emmeline Kody flows better, and you could call her Emmy! I love Emmy.

Emily ends the same as both of the 2nd names, so doesn't flow......I like them, just not with Emily.
