actually, there is a philosopher with the theory that God is actually a person who can run at light speed. When something attains the speed of light, they no longer age. so in theory, if someone could travel at that speed, they could literally, do anything and everything
And also, there is a theory if someone goes faster than the speed of light, they will travel back in time to make up the difference in the 3 spatial dimensions. However, these are all unproven (obviously)

Most likely, neither time nor travel are necessary for God, since time and space are likely part of His creation. It's a good question, but there are much more meaningful questions to ask about God. Like, does God exist, and what does He expect of me.

My personal opinion is that God is outside of time viewing the entire creation simultaneously, in some senses like a movie director having an entire film in front of him, with God, like a director, changing the various parts, even changing 'scene 2,322' in response to something we did or said in 'scene 2,188,' rather like a film director would accept Take 16 in place of Take 22, because of what an actor did in Take 16.
Can't conceive of anyone outside of time? Neither can I, but if I believe God crerated time, I can also believe he is outside of it, rather than subject to it.
The nice thing about the view that God is creating the entire universe, beginning to end, simultaneously, is that it solves the quandary of 'free will' versus 'predestination,' both of which are creatures of time.
My two cents, and worth every penny.

God doesn't need to time travel, God already knows what will happen and what already happened...
