The component of a computer system are its hardware, software, and data. The
operating system provides the means for the proper use of these resources in the
operation of the computer system. The operating system is like a government. The
operating system performs no useful function by itself. It simply provides an
environment within which other programs can do useful work.

There are too many problems to really describe here. Every program you wanted to run would have to contain within itself all of the information necessary to operate the hard drive, video card, mouse, keyboard, etc. etc.. Essentially, every time you turned the thing on it would have no idea how to be a computer. If that's how things were, no one would want to own one.
