It can be difficult, but as far as I understand, it is legal.
Take the case of a family. The parents make wills as anybody should do. They name a good friend or child as their executor. We will say they do this while living in Washington.
As they get older, the cold gets to them and off to sunny Florida they go. They forget to change their wills or they make new wills in Florida with the same terms.
The wills are valid.
Take the opposite case. The parents stay in Washington and the person they named as executor goes to work for Disneyland in Florida. The will is still valid.
Be aware a judge may make the executor post bond unless the will says they may do that duty without a bond.
Chances are the estate will have to pay the executor's travel expenses. How long depends on the courts unless the folks making the will plan well and make a revocable trust.
They should do a living will also. I do know the laws of the state they actually die in will govern most things. If they have property in a state other than the one they die in, it can get "interesting".

Not sure about Washington, but Ohio says the Executor must live in Ohio.

Yes. It is a legal contract done through a lawyer. But, the person may change his/her executor at any time, as often as he/she likes.
