Piston at TDC - use that flywheel mark.
Cam lobes pointing away from the rocker arms - the sprocket mark should either be parallel with the cylinder head - cylinder surface, or straight up and down, depending on the model.
According to the picture I have - the dowel pin for the sprocket will be at 6 o'clock.

Use the "T" mark on the flywheel, it means top dead center. The cam and/or the cam sproket probably has a line on it that you line up with the top edge of the head/cover joint. Don't forget to reset/c ock the cam chain tensioner before you bolt it back in. Some early Honda engines had a simple "O" mark stamped on the cam sprocket, if yours is like that the "O" goes at the top.
