You mean radiator? Are your parents brother and sister?

Normally radiator empty has nothing to do with care starting. However if the water is in the oil pan and the block is to full it won't turn over. Check the oil and see what is going on there. Should just be a coincidence for it not starting. If you had said that it ran hot and shut off first then that would be a different story. Need more info to answer correctly.

There is more going on here then you have told us.
I am beginning to think that you over heated the car, put cold water in the radiator when you saw that it was overheating.
If this is the case, then major damage to the engine has occurred.
This may even include a seized engine.
If you try to turn the crank shaft by hand (make sure the ignition is off) and you can't budge it, the engine may be seized.
Hope not, but that is my guess.

Check your oil filler cap. If it looks like chocolate milk shake, you probably have a bad head gasket or warped head.

When you fill the radiator, does it leak? Is there water on the oil dip stick?

When you say it does not start, is it turning over and just not firing, or not even turning over.

Listen to the engine when your are trying to start it. If it spins very freely like it has no compression, it might not have any compression because of bad head gasket.

that don't make a lick of sense, unless the car has a sensor that tells the computer the car is not safe to start. (i.e. the computer is programed to protect the engine fro overheating)
