Traffic lights are set up to do a specific job. Usually when you see an officer override or directing traffic it is to move the traffic thru at a faster pace than the traffic signal is set for. It is usually only at busy intersections at shift change or school being left out.

To move traffic through faster than the red light. I`ve seen a lot of freeway off ramps that were bottle necked too that could use a traffic cop, but I`ve never seen that happen.

They may want to direct more in a direction other than that of the computer direction of the traffic light.
