I think thats true..
What they are referring to is those steel tined " picks". Many of them have steel tines on them that are 4-6 inches long, and CAN do some serious damage if used improperly.

And the big question is: How the heck can you actually break someone's skin with a comb? Maybe if you stabbed an eye, I guess.
And it better not be illegal, I carry combs all the time, if it is I'm staying far far away from the Bama.
