Using a diamond causes no negative environmental effects. Mining diamonds can cause negative effects, especially if the mine is an open pit which results in massive scarring of the landscape. Using a diamond is actually a very environmentally friendly way of polishing, abrading or scratching materials, as the diamond is so hard that it does not itself abrade (usually) and leaves no residue other than the material it's working.
There are really no good substitutes for diamond in various processes which need very hard substances. Artificial diamonds require vast amounts of energy to form, while nature has already done the work for the natural kind.

Using it for what? Certainly there are potentially negative environmental effects involved with any mining along with the potentially positive economic effects.
