I'm assuming these are steel bars, the anti-rust coating is just paint, and the rust is just surface rust at this point. If not, this may not help ...
You could try sanding (or wire-brushing) off the existing rust, prime and repaint with a rust-preventing paint such as Rust-O-Leum.
OR, you can lightly sand (or wire brush) them, paint over the existing rust with P-O-R ("Paint-Over-Rust" -- yes, that's really its name!) or a similar rust "converter". Then paint over that.
The rust converter products are available from auto supply stores and catalogs, paint stores that sell automotive paints, etc. I get mine from the Quadratec Jeep Essentials catalog (www.quadratec.com), but there are lots of sources. Works amazingly well.

Hand sand the rust and remove the top layer off the rest. Then repaint { rust-loim } with the best paint you can get.

Spray them with WD40 then wire brush the rust off. Spray again with WD40 every week or so. I would call the installer of your bars and let them know you are not satisfied!

Not really, but cars are painted with 100% protection, you may require the anti rush coating and under chasis coating if you are close to coastal area(Salt water you see)
