Absolutely not. His career accomplishments are not even remotely close to that level. For his career as a whole, he was merely average.

Three time pro bowl with the Jags. One pro bowl MVP and Jags made the playoff three times as an expansion team. He's got a shot. Best player Jags have ever had to date!!

I would have to day no. He has not done anything in the NFL to get himself there. He will be known as a good backup quarterback.
