Got one match: NatWest Series - 2nd Match England vs Zimbabwe in 2000. Alec Stewart captained and kept for England, Andy Flower did the same for Zimbabwe:

While many teams have been captained by Wicket Keepers, to tbe best of my knowledge the batch between India and Australia was the first occasion when both the teams were captained by Wicket keepers.
