1.How do you define a race?

You can't. Any definition you try to come up with fails in practice. There is as much or more genetic difference within so-called races as between them. If you are going to use skin colour as a definition you might as well use any other genetic difference such as hair colour, height, eye colour etc. It is impossible to define "race".

You can define cultures, nationalities and origins but not race.
