You should not put live bamboo into your tank as it will slowly decay and pollute the tank, but you can, however, add dried pieces of bamboo to the tank for decoration. I have done this successfully in a couple of my planted tanks for over 6 months now and it really does not rot, at least not nearly as much or as fast as live shoots would. Mine has grown much algae over time and is fully water logged so it no longer tries to float which can be a problem at first.
If you decide to do this you will want to shove the dried bamboo shoots deep into the gravel and set a rock or two or ornament with some weight to it at the base of the bamboo shoots to help hold them down untill they no longer float which will take some time, at least a week or two, but then when they are waterlogged you can place them more freely and create a sort of bamoboo forrested look that the fish can swim through.
Unfortunately there are not many live plants that can survive with goldfish except for maybe java moss or christamas tree moss which tends to float unless braced to the bottom with some weight or growing on a piece of driftwood which you can tye it to with thread untill it takes root and continues to grow on the wood itself.

You don't want to put bamboo in with a betta fish, that can cause illness. And NEVER take away the filtration system, your fish will not be happy if that isn't there. Putting him in a bigger tank, is not a problem but make sure you have a heater for him and a good fltration system. You want the water in the tank to be between 78-82 degreesF. But do away with the bamboo and keep the filter. And always keep a ample supply of betta fish food around to feed him. Feeding him 1-2 times a day is alright. But you can go every other day to, just keep track of the feedings so you aren't overfeeding him. Watch for signs like split or shredded fins, bulging eyes, cloudy eyes, swollen body, and redness around the gills. As these are all signs of illness. Also, you want to buy a bottle of Start Right, it is a sress reducer, and buy some Ick guard that will prevent the fish from getting it. And if it does then put it in the water. Also, buy some Clear Water, it helps keeps the odors and cloudiness out of the water, and keeps your fish happy and healthy. Once in a while give him some bloodworms, they help with energy, and feeder guppies are another good thing to gie him once in a while though. Have a thermometer in the water to keep track of the temperature as this is very important. Live plants like lilies, or even fake plants are ok, but not bamboo.

Yes it is totally safe but be careful if the bamboo stats to flake. If the gold fish kind of suck on the bamboo take it out

Absolutely not. Bamboo is a terrestrial (land) plant and after being submerged, it will begin to rot (after a while), polluting your tank water. Since you already have messy Goldfish, I would not recommend adding any more of a bioload from rotting plants to your tank. If you want plants for your tank, look at Anacharis/Elodea or Java Moss. They area aquatic and will not rot.

for starters -- if its lucky bamboo its not bamboo -- its a tropical plant called dracaena and its a close relative of some very popular house plants. it doesn't grow undwater -- it will eventually mold and die. its just very tolerant of a lot of abuse.
it is really better all the way around if you use plants that grow underwater. there are lots of them. here is a website full of them. i think there is some discussion about dracaena on the site too --

No, it would totally destroy your tank and the goldfish. I think it would be bad because it isn't really any safe for your fish and it wouldn't do any good.
