If a person is charged with a crime and released on bail, then they don't make their court appearance at the appointed time, they forfeit their bail. This means they don't get it back. If they had it paid by a bail bondsman, the full amount (not just the 10% paid by the defendant) will be due to the bail bondsman, and a warrant may be issued for the arrest of the person.

Mostly, it doesn't happen. Fines and bail are usually preset pertaining to the offense. This does not mean a judge is required to follow this presedent. He can use other means to levy these.
